Zhong Yao's Journey at ICON Plc in China

Zhong Yao's career in clinical research spans over two decades, with leadership roles across major CROs and a commitment to advancing healthcare in China. His journey with ICON is one of return and renewal. He first joined in 2007, left for other senior roles, and ultimately came back to lead the newly combined organisation in China.

Today, as Site Head for ICON China, Zhong reflects on what drew him to the company originally, how integration has strengthened their position, and his vision for the future of clinical development in one of the world's most dynamic markets.

A Return Rooted in Culture and Purpose

Zhong's connection to ICON began in 2007, during a period of rapid growth in the global CRO industry. At the time, he was drawn to ICON's established systems, strong training frameworks and people-focused culture. "ICON stood out as a global CRO that truly invested in its people," he says. "The structure for development, the emphasis on quality and compliance. It left a lasting impression."

After five years, he moved on to leadership roles at INC Research, Quintiles, and Kuntu, gaining broad experience across regulatory, operations and project delivery. But when the opportunity arose to return to ICON, this time to lead the integrated business in China, he didn't hesitate.

"The culture had stayed with me," he explains. "And ICON's reputation as one of the best places to work globally was still very much alive. When I saw the chance to come back and help shape the future of our organisation in China, it felt like the right moment."

Integration as an Opportunity

The combination of legacy organisations within ICON brought both challenge and opportunity. For Zhong, the integration process was about more than aligning systems. It was about uniting teams around a shared purpose. "We embraced the global theme of 'Stronger Together' and made it real in China," he says. "My role was to act as a connector, across functions, geographies and mindsets, to ensure we were working toward the same goals."

One of his key priorities was alignment. "In any large organisation, teams have their own priorities," he notes. "But if we're going to deliver efficiently and effectively for our sponsors, we need to be on the same page. That means clear communication, mutual respect and a shared focus on quality and timelines."

He also focused on empowering local teams. "We encourage people to speak up, to share ideas and to think creatively when facing challenges. The goal is not just to follow processes, but to improve them, while always maintaining integrity and compliance."

China's Role in Global Clinical Development

Over the past decade, China has evolved from a peripheral player to a strategic hub in global clinical research. Zhong sees several strengths that make ICON China a valuable partner in international studies. "China has a well-developed clinical trial infrastructure, a large patient pool and increasingly competitive timelines for study start-up," he explains. "This allows us to support faster first patient in and last patient in milestones for global programmes."

The regulatory environment matters too. Since joining ICH in 2017, China has adopted international standards, making it easier for sponsors to include Chinese sites in global trials. "This is a win-win," Zhong says. "Sponsors can accelerate their global development timelines while also generating data that supports future New Drug Applications in China, without needing a separate local study."

For biotech companies, especially those with global ambitions, ICON serves as a bridge. "Many Chinese biotechs want to run trials outside of China," he says. "We're well positioned to support them with our global footprint, local expertise and end-to-end services."

Delivering with Quality and Collaboration

At the heart of ICON's approach in China is a commitment to quality. "We don't see quality as a milestone to reach. It's part of our daily execution," Zhong says. "Regulatory compliance, data authenticity and inspection readiness are non-negotiables."

Project Managers play a critical role in this ecosystem. "We view the PM as the project CEO," he explains. "They're responsible for aligning teams, managing risks and ensuring seamless delivery. Strong collaboration between operations, regulatory, safety and data management is essential."

To foster better teamwork, Zhong encourages open communication and peer exchange. "We create space for teams to listen to each other, understand different perspectives and solve problems together. Local engagement initiatives also help build trust and strengthen relationships across departments."

Building the Future Workforce

Talent development is central to Zhong's leadership philosophy. "ICON has a great training system, and we encourage our teams to take full advantage of resources like Cornerstone and internal learning programmes."

But he believes growth also comes through experience. "Learning by doing, solving real issues, embracing challenges. These are just as important as formal training. We encourage people to see every challenge as a growth opportunity." Mentorship plays a key role. "Line managers act as coaches, but peer exchange is also powerful. When colleagues share knowledge and experiences, it builds capability across the board."

For those aspiring to leadership roles, Zhong highlights qualities like agility, resilience and a 'can-do' spirit. "Our workforce in China is unique because of this mindset. The willingness to step forward, take ownership and find solutions even in complex situations."

Looking Ahead: Growth, Innovation, and Connection

Looking to the future, Zhong sees growing demand for global CRO services in China. Despite funding challenges in the biotech sector, innovation continues to rise. "Many Chinese biotechs still have strong pipelines and global ambitions," he says. "And multinational pharma companies are expanding their R&D presence here. A sign of confidence in China's long-term potential."

ICON's brand recognition in the region is also strengthening. "Through recent BD and marketing efforts, we've seen increased awareness and trust in our name. That opens doors for deeper partnerships and greater market share." For Zhong, the mission remains clear: to support the advancement of new treatments, empower local talent and serve as a trusted link between China and the global research community.

"It's not just about running trials," he says. "It's about making a difference. For patients, for sponsors and for the people who dedicate their careers to this work." And for him, leading that effort at ICON, the company he returned to for its values, makes all the difference.
