Job Summary:

Elicit and document business requirements from customers, translate business requirements into clear, concise functional Unified Modeling Language (UML) models such as class, object, activity and sequence models and Technical Specifications. Create application report specifications. Collaborate and effectively communicate business requirements to cross functional teams including offshore resources. Create Requirements Breakdown Structure, estimate requirement efforts and create Requirements Work Plan. The role discusses and gathers requirements from business stakeholders including (operations, development, Project Managers and QA); designs, and builds user stories, use cases, packages and distributes for review and approval.

Essential Duties and Responsibilities:

  • Create application prototypes for GUI based applications, review and optimize process flows for system performance and customer experience. Find opportunities to leverage existing systems, to meet customer requirements and outline required changes to Enterprise Application Architecture
  • Capture requirements in the Use Case format that are clear, concise and make sense to IT and the business.
  • Document requirements from business stakeholders, identifies risks and impacts during the elicitation process, and identifies requirements that are technically not feasible.
  • Responsible for working with business and product owners to define business and system level requirements that will be used by developers for creating and enhancing products and application.
  • Perform requirements gap analysis to other phases of the project; documents and identifies gaps in requirements as well as design documents. Additionally, document resolutions and communicate to the project team when gaps are closed.
  • Organize and synthesize large amounts of information provided by stakeholders
  • Act as project manager and business analyst for small-to-medium projects to determine and manage scope, cost, benefit, success measures, work breakdown, issues, resources assignments, milestones and timelines to ensure successful project completion.
  • Experience with data models and their impact to the business. Ability to interpret data models and data requirements into business requirements.
  • Ability to work independently and proactive in tracking down answers and report issues and risks
  • Coordinate multiple initiatives and activities in a rapidly changing environment
  • Act as a problem solver and thought leader working through complex data issues, industry events and client challenges
  • Act as coordinator and hub of key information from inbound and outbound applications synthesizing that information for broad audience consumption
  • Own and have responsibility for delivering results to advance business forward
  • Ensure activities meet or exceed Data Security regulatory and contractual guidelines
  • Ensure activities meet or exceed all other organizational requirements for health and safety, legal stipulations, environmental policies and general duty of care.
  • Ensure alignment with company strategy by collaborating with internal and external resources (e.g., Product Management, Project Management, Sales and Service)
  • Initiate and support project sizing (PSI’s) for custom/client work request.
  • Performs data analysis and quality control within established service-level agreements
  • Enhance or create new quality control methods to evaluate the accuracy of deliverable and/or project analysis.
  • Define and execute corrective actions to ensure the quality of assigned deliverables and products.

  • Apply job knowledge and skills to produce quality work; continually updates technical and professional expertise and appropriate job requirements
  • Appropriate balance the quantity/quality of own work with the business situation; demonstrate enthusiasm, drive and a sense of urgency when completing work
  • Performs other duties as requested by supervisor

Qualifications:

  • Ability to manage multiple projects and meet deadlines
  • Experience with large system and data conversions
  • Advanced knowledge of MS Office (Excel, Access, Visio, Project, Power Point) and technical aptitude to work in mainframe and open systems environments
  • Experience with relational database structures
  • Must have experience in tracking requirements, defects, risks, and post implementation issues
  • Must have experience in streamlining and creating user interface prototypes, process flows and report specifications for optimum user experience and system performance
  • Proven ability to work effectively with client/customers
  • Ability to lead multiple projects and priorities and respond to changing priorities
  • Strong collaborator and demonstrates highly developed communication skills, including group facilitation
  • Facilitates change management across internal/external business units
  • Experienced in adhering to deadlines; identifying, managing, and reporting risks to appropriate management
  • Knowledge of healthcare data and its influence on SHS’s decision making process (i.e. targeting and compensation, market growth, patient studies, etc.)
  • Experience working with Oracle PL/SQL/Python database a plus
  • Ability to work independently
  • Strong attention to detail

Education:

  • Bachelor Degree preferably in Business Administration, Health Science, Computer Science, or Information Systems
