- Provide overall oversight and assistance with RFP and RFI strategic development
- Direct management of global strategic development writers inclusive of hiring, training, and development
- Develop, implement, and manage all process, tool, system, and template initiatives as well as ongoing reviews of each across the global proposal development and business information group (pricing tool not included)
- Develop and lead all global proposal development and business information training which includes the onboarding of new staff as well as ongoing training of existing staff as well as personnel outside of the team
- Oversee the ongoing QC process of global proposal development and business information deliverables
- Support Business Development in the winning of new business for ICON.

- Develop and implement process improvement initiatives that result in the development of costs and proposals of the highest accuracy and effectiveness, not only within their own Division, but across all ICON Divisions.
- Overall management of the proposals team inclusive of Directors and Associate Directors of Proposals Development, Proposal Managers and their Proposal Development Associates
- Recognize, exemplify, and adhere to ICON’s values which center around our commitment to People, Clients, and Performance
- Ensure high quality client-focused proposals, budgets and client grids are delivered for new business opportunities
- Lead daily regional and global RFP Triage meetings to assign priority to each RFP received
- Ensure Senior Management are apprised of the status of proposal preparation and escalate any issues or concerns
- Ensure staff are recruited, trained and developed in accordance with the business needs and ICON policies*
- Evaluate Directors/Associate Directors of Proposal Development for ongoing performance reviews (PRP)
- Provide back-up to the Vice-President of Proposals and Business Information as needed
- Develop Standard Operating Procedures (SOPs), Working Procedures and Job Descriptions for Business Development
- Develop processes and tools to improve the quality and accuracy of proposals and (where applicable) contracts for new business awards*
- Develop and lead global initiatives across company divisions to harmonize proposal development processes and tools
- Participate in any and all process globalization initiatives deemed appropriate by the Vice-President of Proposals and Business Information
- Attend bid defense and other client meetings as a support role as required
- Ensure continuous departmental process improvements and participate in special projects periodically assigned, in addition to day-to-day duties
- Comply with ICON administrative, training and human resources policies*
- Ability and willingness to travel at least 10% of the time (international and domestic: fly and drive)*
- Bachelor’s degree or equivalent
- Prior experience in pharmaceutical / CRO industry or equivalent
- Prior experience in proposal development or outsourcing and/or relevant related experience/qualifications
- Prior staff management experience including experience of oversight of managerial staff
- Experience in taking the lead in change management and process improvement initiatives is essential.
- Good understanding of industry cost drivers
- Excellent communication and organizational skills
- Must be a self-starter, pro-active and professional with an ability to function in a high-paced, dynamic environment.
- Must be able to work independently, be highly motivated and a strong team player
- The ability to work under pressure to tight deadlines whilst maintaining accuracy and attention to detail.
- Fluency in English and excellent written English skills are essential
- Excellent working knowledge of Microsoft excel and Microsoft word
- Due to the nature of this position it may be required for the employee to travel. Therefore, dependent on the employees location, the employee may be required to possess a valid Drivers license
