Senior Manager, Project Resource Management
The following responsibilities are expected to be competently and independently performed under the direction of the head of the department, applying specialized knowledge gained through in-depth practical experience.
The PRM Senior Manager will directly contribute to the PRM department and share accountability for achieving department goals and objectives. The Senior Manager will work independently, taking only guidance and strategic direction from line management, and will be expected to provide training, guidance and oversight to other PRM staff, in either a direct or dotted-line management capacity.
Responsibilities
• Manage the proposal of and/or directly propose staff and provide CVs for potential projects, coordinating with functional counterparts and focusing on the skill sets required by the Sponsor and availability during the timeframe of the study. Base decisions on knowledge of best practices, but also exercising judgment based on thorough understanding of business implications. Provide clear and detailed information for inclusion in proposals.
• Provide managerial oversight of the content of the resource management database. Directly contribute to the maintenance and improvement of the accuracy of information stored in the resourcing database for the assigned staff pool, unfilled requirements, skills and all other PRM-maintained information. Ensure updates are submitted to the designated PRM colleagues in a timely manner and contain accurate information; Create or revise existing processes to optimize use of the resourcing database. Ensure optimization of assigned versus costed resources by carrying out a continuous review of resource allocation to projects and highlighting discrepancies.
• Accurately forecast future resource needs/resource availabilities, required skills, headcount to sell, and recovery and utilisation rates. Deliver data and information to Executive Management to influence operational and business strategies. Provide regular and ad hoc reports and analysis of data to inform decision-making.
• Resolve or recommend solutions to leadership for complex resourcing issues using knowledge of business implications of available solutions. Escalate resourcing issues and recommendations for resolution to executive management.
• Participate in corporate-level working group meetings on resource management systems and processes. Be the leader and voice of ICO.
• Line management of PRM associates and managers. Strive towards ensuring standardisation and consistency of process. Build a high performing team.
• Ensure high quality resource forecasting, in collaboration with ICO Finance.
• Be the POC for all resource management escalations and resolve issues with professionalism, efficiency and high quality.
• Be a strong partner and leader within the ICO Centralised Services team with a focus on continuous improvement, data analytics, people management and talent.
• Manage and directly contribute to the implementation of company policy, developing of procedures. Lead and execute departmental initiatives to improve overall business performance. Use best practices and knowledge of internal and external business issues to improve deliverables or services .
• Build strong relationships with functional counterparts, ensuring credibility for resourcing proposals, involvement in functional plans, and reliance upon data under your management.
• Provide leadership, training and mentoring to other department members. Line manage other department members as assigned.
• Undertake other reasonably related duties as may be assigned from time to time.
