ICON Government and Public Health Solutions (IGP) is seeking a Program Analyst to join our team to support the National Institute of Allergy and Infectious Diseases (NIAID).
Responsibilities:
We are currently searching for a Program Analyst to support the Office of Research Training and Special Programs, Division of Extramural Activities, NIAID in analyzing and evaluating the effectiveness of programs and/or operations in meeting established goals and objectives and analyzing and implementing program goals and priorities. This is a full-time, on-site opportunity in Rockville, MD.
- Conduct comprehensive studies of performance measures to evaluate organizational productivity.
- Gather, compile, and analyze data in order to provide recommendations.
- Analyze and present selected program data to Branch and Center management staff.
- Develop short- and long-term projections for an organization.
- Compiles data and creates and prepares graphs, slides, and presentations with talking points; prepares scientific and programmatic presentation materials such as tables, graphs, slides, abstracts, posters, etc. by assimilating and mastering the scientific data and programmatic context for use at presentations and meetings.
- Prepare program brochures, websites, applications, orientation documents and regulatory submissions.
- Establish and/or maintain appropriate files of correspondence, reports, reference materials, publications; student program files, historic and current files of all GPP fellows and summer intern students.
- Receive, review and enter applications into the database, record pertinent applicant information; set up applicant files; prepare official correspondence to applicants and universities; prepare notification letters to applicants.
- Reconcile conflicting data to obtain clear measures of organizational performance
- Monitor financial activities and expenditures of an organizational budget
- Monitor high priority activities to ensure timely completion
- Analyze and evaluate changes in program plans, objectives, and funding and their effect on financial and budget program milestones
- Track action items and tasks, provide deadline reminders to program staff; maintain spreadsheets of relevant information; organize and maintain project documentation and communications; track project progress using project management tools and or spreadsheets.
- Review and proofread programmatic documents describing scientific and management issues and policies related to the assigned program(s).
- Organizes existing slides/presentations/talking points into a functional database/library.
- Designs, develops, and maintains databases, listservs, spreadsheets, PowerPoint presentations
- Prepare presentation materials such as handouts, meeting materials, slide presentations and background/supplemental documents, spreadsheets, charts, and graphs for use by upper management, and program staff.
- Provide project management support for large and/or complex projects with internal and external stakeholders and other project participants.
- Draft funding plans; develop milestones and budgets for current and potential projects; and for transitioning projects through different phases and stages.
- Write, edit, and prepare for submission reports required to maintain accreditation of the Program.
- Prepare correspondence, reports and other written material
- Review, research, and announce on NIH policies and procedures.
- Prepare reports in response to requests from ORF Divisions, NIH IC’s, other agencies, and Congress.
- Analyze findings of studies, reports, management summaries and briefing papers to assess program operations; collects, reads, interprets, analyzes, and condenses material from a variety of sources and prepares reports of data analysis for presentation.
- Develop evaluative criteria for analyzing program effectiveness.
- Analyze data and develop strategies to improve program implementation and evaluation.
- Identify automated/software system variations or new technological developments needed to resolve productivity problems.
- Develop a comprehensive report of the effectiveness and efficiency of management operations through the use of automated systems and software
- Prepare reports to track ongoing studies and analyses ensuring all aspects of the program(s) are tracked and reported, key milestones and deliverable(s) dates are known and adhered to, and that all individuals and partners involved are kept apprised of progress of integrated tasks and next steps.
- Advise senior management of unique conditions and issues which affect program operations.
- Researches, interprets, and summarizes background materials from a variety of scientific sources and conduct literature searches (e.g., using PubMed, Web of Science, etc.), prepares presentations, organizes, and analyzes material for a specific programmatic need.
- Work with the director on the development of strategic plans, initiatives, solicitations, and consultation activities.
- Work with Program staff on every aspect of the training program; clinical research training for fellows and the related clinical activities dependent on the training program
- Perform analysis of existing program databases; plan modifications of such databases; analyze and present selected program data to program staff and teaching faculty
- Develop and implement solutions that drive continuous improvement of program efficiency and effectiveness
- Provide advice on actions and ramifications of policy and programmatic adjustments on costs and budget issues
- Conduct comprehensive studies of performance measures to evaluate organizational productivity
- Plans, organizes, and participates at a senior level/independently in technical meetings and consultations, including preparing and giving formal presentations for division leadership and other stakeholders, providing regular program reports, and coordinating with strategic project leaders on the logistics of annual in-person workshops throughout an initiative, providing and exchanging information with Network investigators and relevant staff.
- Prepare promotional materials for meeting exhibits and presentations, special events and other events.
- Organize, create and update content on OE fellowship Web pages.
- Collaborate with staff to create and post, information on the Twitter account for fellowship program.
- Work with staff on advertising for fellows by posting on the Institute website, LinkedIn and Twitter
- Prepare promotional materials for meeting exhibits and presentations, special and other events.
- Performs logistical planning of various scientific workshops, meetings, lectures, special events, and training conferences
- Represents the program and Office at local and national meetings; delivers presentations and posters; disseminates details of the Program and collects information of value to the Program goals.
- Drafts, reviews, and proofreads programmatic documents, such as workshop agendas, meeting agendas, letters to presenters, participant lists, handouts, email lists, thank you letters and reports.
- Prepare promotional materials for meeting exhibits and presentations, special events and other events.
- Collaborate with staff to create and post, information on the Twitter account for fellowship program.
- Interpret and implement new and/or revised organizational policies, regulations, or procedures
- Develop new approaches to resolving productivity problems or issues
- Identify more efficient or effective ways to accomplish program objectives.
- Present program study findings and recommendations to senior management.
- Work with staff on existing projects and/or the development, initiation, and execution of new project initiatives and support of all project-related activities.
- Analyzes and develops presentations consisting of data from progress reports to be used by program staff and at meetings in the overall analysis of program progress
- Conduct searches for material for a specific programmatic need and/or presentation; uses a database to search for material as necessary.
- Assist in the preparation of programs sponsored by the Office to assist potential and future individuals who are interested in pursuing a biomedical career.
- Work with staff on planning, organizing and executing meetings, conferences and teleconferences.
- Assemble material for workshops, retreats and courses.
- Work with staff to facilitate, coordinate and attend regularly occurring training events.
- Conduct planning sessions for evaluating innovative ways and means of carrying out programs.
- Exchange information on program planning objectives with internal and external organizations
- Conduct briefings to negotiate and implement solutions for program operations issues.
- Advise senior management on the administrative and program implications of policy and program proposals.
Qualifications:
Education:
- Bachelors in a related field.
Experience:
- At least 1 year experience
- Ability to conduct planning sessions for evaluating innovative ways and means of carrying out programs - Ability to prepare reports to track ongoing studies and analyses.
- Ability to write clearly, logically, and persuasively on complex multidisciplinary scientific topics for diverse scientific and non-scientific audiences.
- Ability to orally communicate scientific and administrative information to a wide variety of scientific and non-scientific personnel within the organization/agency.
- Able to use statistical software to analyze data and develop strategies to improve program implementation and evaluation.
- Experience using the following: Microsoft Excel, Microsoft Word, Adobe Acrobat, PowerPoint, Microsoft Teams, Zoom, End Note
- Must be a US Citizen
- Ability to obtain a Level 5: Public Trust
