Associate Director RD Outsourcing

Position Summary

ICON Strategic Solutions is seeking a highly capable people manager, problem solver, and business savvy leader to partner with the business in the development and execution of our R&D outsourcing strategy. The Associate Director, R&D Outsourcing will be accountable for executing outsourcing responsibilities as well as leading the R&D Outsourcing function and will report to the Senior Director, R&D Integration and Program Management and report up through the Project/Program Management Office (PMO).

The Associate Director R&D Outsourcing responsibilities include: end-to-end contract management, purchase order requisitioning and invoice resolution, Sunshine Act reporting, month-end expense reconciliation and reporting, and vendor selection, onboarding, and management support. These responsibilities require close collaboration with stakeholders in multiple functional areas across the business such as Compliance, Legal, Finance, Procurement, and Accounts Payable in addition to R&D.  The Associate Director will provide direction, oversight, and guidance to the R&D Outsourcing team, as well as maintain and continuously improve R&D’s outsourcing processes/practices to deliver value, ensure quality, and minimize risk and cost for the organization.

Duties and Responsibilities

• Serves as a Contract Liaison for R&D:
• Responsible for contract initiation, functional review, execution, and archival
• Responsible for contract lifecycle management including tracking expiration, purchase order adherence, and scope change
• Interacts effectively with both internal business partners and external vendors to engage in the process and see issues through to resolution
• Ensures that standardized contracting practices are applied and maintained
• Develops and maintains purchase orders
• Supports month-end expense reconciliation which is leveraged during the quarterly and annual budget and forecasting processes
• Responsible for gathering, confirming, and accurately reporting expenses-to-date and accruals
• Coordinates new vendor onboarding with Procurement; supports new vendor onboarding with Compliance, as well as ongoing vendor updates, requalification, and service changes; partners with Strategic Sourcing to facilitate new vendor selection activities, RFIs, and RFPs
• Coordinates scheduling and logistics for all Outsourcing managed meetings, inclusive of CRO/vendor capabilities presentations, governance meetings (as required), and contract-related discussions
• Supports and manages Sunshine Act reporting including quarterly internal inventory reporting, vendor expense collection, internal payment report review, and year end data submission.
• Serve as a lead outsourcing representative as needed on cross-functional teams and/or initiatives
• Manages a team of direct reports and sets vision, goals and expectations for the function
• Provides mentorship and fosters career development for direct reports
• Collects and provides feedback on direct reports, completes annual performance evaluations and goal setting
• Monitors/evaluates outsourcing practices, systems, and tools; seeks opportunities to optimize, streamline or standardize; works closely with business partners to develop and implement improvements in approach

Education/Skills and Experience

• 10+ years of relevant experience with Bachelor’s degree
• Prior experience supporting clinical development, clinical operations, clinical supply chain or related R&D areas preferred

• Experience with various contract types and service categories preferred

• Financial acumen; ability to support the evaluation of budgets, forecasting, and month end expenditures

• Excellent attention to detail

• Adaptable to changing priorities, excels in fast-paced environment.
• Recognizes time-sensitive critical issues and escalates appropriately both internally and externally to drive to solutions
• Excellent organization, time management, collaboration, and multi-tasking skills
• Strong interpersonal skills with the proven ability to build and maintain relationships and communicate professionally to all levels of an organization; internal and external
• Track record for cultivating a high-performing team and fostering career development of direct reports
• Strong commitment to continuous learning and improvement
• Intermediate to advanced Microsoft Excel skills preferred (i.e., pivot tables, formulas, etc.)
• Experience working with Agiloft, DocuSign, Alanda, Jaggaer, and Anaplan preferred
